Staff of UC Berkeley’s Institute of Transportation Studies Library are pleased to announce that veteran Bay Area librarian Rita Evans has recently joined the library in a permanent position as Reference Librarian and Head of Reference Services. 

Rita has over 25 years experience as a professional librarian, including 22 years providing reference services in a variety of specialized library settings.  She has both a B.A. and an M.L.S. from the University of Pittsburgh.

Rita comes to the Institute with a strong background in science and engineering, having worked for Gulf Oil Corporation and Westinghouse Electric Corporation in Pittsburgh before moving to the San Francisco Bay Area in the mid-1980s.  From 1985-1998 she was Head Librarian at Dolby Laboratories in San Francisco, and for the past several years worked as an information consultant and taxonomist for Wells Fargo, SAP and AuctionWatch.

Rita has been an exceptionally active member of the Special Libraries Association, particularly on the Chapter level in Pittsburgh and San Francisco.  Rita was Chapter President 1997-1998, Bulletin Editor from 1992 through 1995, and has chaired or served on many committees; she is currently Chair of the Chapter’s Strategic Planning Committee. 

Many Transportation Division librarians met Rita at the recent SLA Annual Conference in Los Angeles, and she has already accepted a Division “assignment” for the coming year to serve as “Kaleidoscope” and Division news editor for SciTech News.

 Good afternoon-
 
 I have a question I hope I can get some feedback on.  Someone here at Maine
 DOT wants to have a discussion with me soon about how to access "more
 academic" information on transportation subjects.  He uses TRIS, and I
 furnish additional information from Firstsearch, EBSCO, Ingenta, etc., etc.
 Apparently he would like more obviously scholarly sources.  I guess I am
 wondering what the transportation community's reaction to this is (I realize
 it's a bit vague), but are there places to look for information that would
 fall into this kind of category?  The transportation research centers
 connected with the universities might be sources, but doesn't their material
 end up in TRIS?
 
 If anyone has comments, pointers, etc., I would greatly appreciate hearing
 them.

 IMHO, TRIS does a pretty good job of indexing and abstracting publications
 from academic sources, including the transportation research center where

 We are trying to get more "academic" material in TRIS.  Beside the academic
 journals like Elsevier transportation publications, ASCE Journals,
 Transportation Quarterly ect which we index cover to cover., I am now trying to
 regularly do searches in medical, environmental, and economic database to locate
 articles in non-transportation journals for TRIS.  It is tough as transportation
 is such a broad discipline.   We do try to cover all the reports from the
 university transportation research centers but it is hard to get everything.  If
 there is a discipline that he feels is adequately covered in TRIS, please let me
 know and we will try to do better.   If any of you transportation librarians
 come across material you think should be in TRIS, please send it to me.  I
 really do want suggestions for improvements for TRIS.

 published on a monthly basis. Whilst the Telford/ British Institute of 
 Engineering publish some 4 or 5 Journals. Solid work. TRL material

You may want to look at AIAA's aerospace Database and DTIC, yes DTIC. In the 
aviation area I find that Aerospace Database does pick up a lot of 
University Research that is NOT funded by a government entity.  DTIC
picks up a lot of Military Univ research (Naval Post Graduate School, Army 
War Collge, ect) not avialable elsewhere and is often in full text.  Also 
FAA's headquarters technical reports go to DTIC, not NTIS.  They are 
reviewed there for any technology transfer issues, then sent to NTIS for 
public sale.

Hi everyone,
It's interesting to read the replies to Pam Shofner's posting, and to look
at the resources that are used to locate transportation information.


This thread, along with some work I was doing yesterday for one of our
research scientists leads me to pull down another can of information worms
down from the shelf - gray/grey literature. [I apologize for the analogy,
but this particular literature can be very frustrating to deal with. It
also is an interesting phenomenon to some of us who deal with research
information.]


What is gray literature? According to the U.S. Interagency Gray Literature
Working Group's "Gray Information Functional Plan," gray literature is
"foreign or domestic open source material that usually is available
through specialized channels and may not enter normal channels or systems
of publication, distribution, bibliographic control, or acquisition by
booksellers or subscription agents."


Where I work, we do multidisciplinary research related to surface
transportation safety.  This includes the disciplines of applied
psychology, human factors, public health/injury prevention, sociology,
city and regional planning, engineering, biostatistics and epidemiology,
and computer science, to name a few.  When I work on research projects, I
go looking for information in a lot of different places.


Not only do I need to locate gray literature from all these areas, we also
generate this literature during the process of our research. The gray
literature that we generate comes in the form of drafts and reports sent
to government agencies that can turns up in obscure web sites where
they're accessible for a while, only to land in bureaucratic limbo where
they take on a zombie-like existence during a review process that can
sometimes last for years. This is very dependent on the funding agency.  
FHWA and TRB do an excellent job of providing access to our work, and to
keeping it accessible over time.


I manage our Center's web site where our e-bibliography of research from
1995-present resides. I've established a policy - NO GRAY LITERATURE AT
THIS SITE. It's too ephemeral, and raises lots of problems about
ownership, permissions, draft versions, etc, that make management of this
literature very difficult, from the production end.


Approaching gray literature from the searching end is also tricky, but
some efforts are being made to deal with the situation.


One of the nicest new sites I've found is from the U.S. Department of
Energy's  Office of Scientific and Technical Information (OSTI). It's The
GrayLIT Network, http://www.osti.gov/graylit/index.html. 


If you've managed to stay with me thus far, I have a few questions for
those of you who manage your organization's gray information, and for
those of you who search for gray literature.


If your organization generates gray literature, how is it managed? Do you
have a policy for its management?


If you work for a U.S. government agency that receives research that could
be classified as gray literature, what does your agency do to make it
accessible?


To those of you reading this from outside the U.S., what are your
frustrations and solutions to locating and managing gray literature?

I have been asked to find information on how to protect workers as they
are doing work on a haulage road going to a quarry.  The road needs work
done on it and a railroad crosses this haulage road.  It is heavily
traveled by very large vehicles.  I tried a TRIS search but did not have
good results.  Perhaps I am using the wrong terminology.  I can find all
kinds of things on work zone safety, but everything seems to deal with
public highways.  Any help would be most appreciated.

How about NIOSH, OSHA and MSHA? Your area certainly is in the field of
occupational safety information, and crosses over into mining safety
information.

 Good Morning.
 Your message conveyed to us mean repair on a haulage road which has a railway crossing. Such roads are available in plenty in our country, India. In order to ensure safety, manually/ electrically operated signals are used adequately ahead of the work spot to ensure the indication to the vehcles passing by. Ropes with reflector/ flourescent covering is also used to segregate the work zone, entirely from traffic. Near the railway crossing manual controls/ railway gates are provided.
 As a permanent solution, an overbridge/ sub-way in the rail zone is also constructed in our country. Since, the topic is quite interesting even we are anxious to know more.

 I've been asked to gather some statistics on commuter rail.  Below are the
 specific points that we're trying to track down.  I've already taken a look
 at the Public Transportation Fact Book but it doesn't have the exact
 information we need.  If anyone has any leads, I would appreciate hearing
 about them.
 
    Business traffic - how many business people per day or week or whatever
 
    Non-business traffic - how many non-business people per day or week or
    whatever
 
    Customer dwell time - how long the individual stays at the station -
    minutes, hours, etc
 
    Frequency of customer visits - how many times in a week or month or
    whatever the person is at the venue

 Drivers who want better than average traction in severe winter weather have numerous options: dedicated snow tires, studded tires, even tires containing ground walnut shells. Elmira, NY based tire dealer Jeff Barlow is promoting another alternative: remolded tires containing carbide granules in their treads. Barlow's three outlet dealership Twin Tier Tire Corp., began selling carbide infused passenger and light truck retreads last year with what he calls "tremendous" results. "We sold 3,000 units out of our stores." Four of the company's retail customers in surrounding areas sold another 7,000 tires - not bad for a product that until recently had only been available in Scandinavia, he says. Twin Tier Tire imports the retreads, called Green Diamond Traction Tires from Eastern Tire Co., a wholesaler in New Glasgow, Novia Scotia, that manufactures them. (Carbide granule retread technology, pioneered in Iceland during the 1970's, was introduced to the Scandinavian mass market four years ago by a native company called New Industries LTD.) Barlow through Green Diamond North America, Inc. (www.greendiamondna.com) has exclusive distribution rights to the tires in the United States. He expects to sell up to 50,000 units this season as more customers become aware of their performance capabilities. The tires' ultra hard, pyramid shaped carbide granules are added to tread rubber as it's being attached to casings during the retreading process. They fall out as the tire wears, to be replaced by more granules located deeper in the rubber. The granules bite into pavement like studs, but that is where the similarities between the two traction methods end, according to Barlow. Green Diamond granules are so small - usually half the size of a grain of rice, if not smaller - "They don't damage roads," Barlow says. "You can run them year round." "Studs also wear down and don't have the gripping power they did when new. That doesn't happen with these tires, since they maintain constant traction because of the proliferation of granules." As states continue to severely regulate stud usage due to environmental worries and other concerns carbide-infused retreads may provide a viable alternative, he says. Feedback from customers who ran Green Diamond retreads last winter was positive, Barlow says. "I must have gotten twenty calls from people who had stories about how well the tires worked." Green Diamond's efforts to advertise the tires have been minimal so far. The company ran a 30-second Commercial late last year that explained the risks of winter driving plus the features and benefits of it's tires, and new commercials are in the works. But most of the buzz surrounding the product has been by word of mouth. "We've received twice the response we expected. For whatever reason, people love the idea." Barlow is targeting retailers in the New England area for domestic distribution, but plans to expand his scope westward as business picks up. "We'd like one in each major market." Green Diamond's product selection currently includes passenger and light truck retreads. Medium commercial truck units for bus and pickup / delivery applications are expected to come on-line through a precure process within a few months. "It may make sense to have our own manufacturing facility at some point, but that is a long way down the road." The company is also shopping out the concept to various tire manufacturers. In addition, Barlow wants to expand Green Diamond's two-man sales force, which includes his uncle, ex-Twin Tier Tire President H. Carlton Eldrett, who has come out of retirement to help promote the product. "Green Diamond Traction Tires will be to the tire industry what Viagra is to an old man," Barlow predicts. The Pennsylvania Department of Transportation is requesting assistance with

I am  currently evaluating our PENNDOT ride specifications and would like to
know what each of the other States' is doing in the area of ride
specifications. In the past we've requested other States' specifications and
we tried to interpret them which was sometimes very difficult and time
consuming. Below is a brief summary of Pennsylvania's ride specifications. I
would appreciate it greatly if someone could provide me with a brief summary
of their State's ride specifications and provide me with the name of a

We put ride specification requirements on all interstate and expressway type
projects. Our current ride specifications exclude areas, on these types of
projects, such as bridge decks and approaches and/or areas on bituminous
rehabilitation projects which do not get a minimum of 3 construction
operations (which include milling, scratch, leveling, binder or wearing
courses). These excluded areas must meet a 10' straight edge tolerance
(3/16" maximum deviation). We pay different bonus amount for concrete and
bituminous pavements. The table below summarizes our payments

criteria is met. We are also implementing a Pilot ride spec for interstates
which includes bridge decks and approaches.
Please send me information similar to what I've summarized, namely required

Michigan uses the attached special provisions for Ride Quality.   We use the 2 course HMA spec for all resurfacing projects with at least 2 courses of HMA over existing concrete or flexible pavements.    The 2 course spec measures the % improvement from the original to finished surface.  We use the other spec on new and reconstructed HMA or Concrete with measurements on the finished surface..    Our incentive is $1/square yard  for full incentive

Your e-mail has been forwarded to me.  NYSDOT has been developing a pilot specification for ride quality.  We have two pilot projects scheduled for this fall.  I expect to have several next season.  We  followed your specifications and the pending AASHTO provisional specifications to develop ours.  Pat Gardner was very helpful.  I traveled to PA in June to witness Hank Lahr and Mike Long verify a lightweight profiler.  Below is a brief summary of the spec requirements.

The specification is limited to use on controlled access highways receiving a two course overlay or reconstruction.  We exclude all areas not receiving this minimum treatment and ramps shorter than 300 m.
The pavement is divided into lots 200 m long. measurements are made with inertial profilers.
The payment table dollar values differ around the state.  Quality units are awarded or subtracted depending on the IRI in each lot.  We use an index price for the quality units that represents the average price of one Metric Ton of in place HMA  for a given geographic region. This system keeps the bidders for adjusting their prices to take advantage of the system and allows us to recognize that it is more expensive to do business in certain areas than others. For most of the State the index price is $35/ quality unit, on Long Island it's $65/ q.u., NYC is $75/ q.u., Poughkeepsie area is $45/ q.u. and  Buffalo area is $40/ q.u.

The payment table is as follows, all IRI are in m/km (sorry):
IRI < 0.55  = 10 q.u.
0.56 < IRI < 0.70 = 5 q.u.
0.71 < IRI < 0.90 = 2 q.u.
0.91 < IRI < 1.10 = 0 q.u.
1.11 < IRI < 1.30 = -5 q.u.
1.31 < IRI < 1.50 = -10 q.u.
1.51 < IRI < 1.90 = -20 q.u.**
IRI > 1.91 = -40 q.u.**

The Pennsylvania Department of Transportation is requesting assistance with
the following:


I have requested a name change for the PennDOT Knowledge Center. When I
approached my Division Chief and Bureau Director about the change of name, I
offered to send this email to include the input of many other transportation
libraries. An escalating problem facing our very small library staff (two
professional librarians when we are at full staffing with occasional
temporary or high school intern assistance) is the numerous telephone calls
and emails we get stemming from confusion over our name. People find the
telephone numbers and email addresses in directories and assume we are the
contact for general PennDOT information. Contact information for the agency
is readily available, and we do not have the time or resources to continue
to handle these questions. The library in the past has been known under
other names, such as Transportation Employees Library, in an effort to
reflect services we provide and identify our primary customers.  We have
hired another librarian (Sue Shultz) who will be starting at the end of
August, and we have to redo all our handouts to reflect that addition; this
seems a perfect time to rename ourselves, too. The individual who chose the
name "Knowledge Center" retired from PennDOT a few years ago, so that is a
consideration we also do not have at this time. I would appreciate any
ideas/suggestions/philosophy on library titles. Thank you for your time and
your ideas concerning my question.

Normally, I don't reply to the list.  However, since I think there might be some general interest in this story, I'll make an exception.  

When I began employment in what is now known officially as Mn/DOT Library, it was known as the Minnesota Department of Highways General Library.  It soon occured to me that use of the term "general" implied there might be other, more special libraries in the department.  Seeking to lay claim to wider turf, I changed the name to MDH Library.  This stood for a short time until all the "information" buzz that accompanied "The Third Wave" in the early eighties and the big-iron, data processing folks attempting to lay claim to "information" by developing management information systems and such.  

At the time, I had a supervisor who felt the library might be left in the dust by our computer jocks.  Not wanting to offend a good supervisor who was also a strong supporter of the library, I suggested renaming our facility to "Information Resources Center."  Unfortunately, at the same time, what had been our department's Office of Systems Management, decided it wanted to be known henceforth (thenceforth?) as the Office of Information Resource Management.  Short negotiations twixt the combatants vying for the "information" crown led to conceding the "resources" sobriquet to the data processing types and our adopting the moniker, "Information Services Center."

This held sway through the eighties until, at the behest of the Commissioner's Office, a new entity was created to handle all those "general information" questions Cheryl refers to.  This was deemed necessary since the newly appointed secretary of the newly appointed commissioner of the moment didn't particularly like (an incredible understatement) dealing with the general public.  The responsibility for doing so had been undertaken by the Commissioner's Office under a previous administration upon the retirement of a truly remarkable woman.  

She had been employed by the department for nearly forty years and most of that time occupied a desk in the lobby of the headquarters building.  On her desk sat several Rolodexes crammed with notes, addresses and phone numbers she had accumulated.  If those Rolodexes had ever been transferred into a computer database, they would have constituted what is today referred to as a "knowledge management system.'  She could connect any caller with the proper contact for virtually any question posed.  At the time of her retirement, replacing her was deemed to be an extravagance the department couldn't afford.  But I digress!

Selecting a name for the new entity, responsible for screening general calls to the department and directing them to the proper office, proved to be a problem due to the existing entities, Information Resource Management and Information Services Center.  Somehow, it was considered the name "Information Center" would not muddy the waters overmuch.  It did however lead to considerable confusion, especially amongst those responsible for creating phone directories of various sorts.  They seemed to choose one of the three "information" entities at random to use as a general information number.

About a decade ago, the University of Minnesota's Center for Transportation Studies (CTS) and Mn/DOT entered into a partnership.  One aspect of the program was to collaborate in providing library and information services to Minnesota's transportation practitioners in local government agencies.  One thing that had to be decided was what to call the program and the entities that would provide the services.  After CTS hired a librarian to operate its portion of the program, a staff meeting, consisting of the CTS librarian and staff of Mn/DOT's Information Services Center, was held to discuss the issue.  At the meeting someone suggested calling the entities CTS Library and Mn/DOT Library.  I, for one, didn't like it.  Too simple!  Wiser heads carried the day.

The Minnesota Transportation Libraries program was launched with considerable promotion and promulgation of the new names.  To my surprise our new name was an instant hit with our customers.  Many expressed their gratitude for eliminating the confusion created by calling ourselves the "Information Services Center."  No longer did we answer calls with "Information Services Center," only to have the person on the other end of the line say "Hello!  Is this the library?"  As one customer put it, "I'm so glad you went back to calling yourself the library!  After all, that's what you are!"

As for the Information Center, it has retained that name and at one point had a staff of five doing what that one woman had done with the help of her Rolodexes.  As for the Information Resources Management group, they're now the Office of Information Technology, more in keeping with their actual role, but they still can't wean themselves from the "I" word.

We are looking for a number of IEC standards (International Electrotechnical Commission, based in Switzerland).  Most of them are not in OCLC nor Linda Hall nor Cisti and the few I found in OCLC probably will not be loaned to us since the lender does not lend out of state.

Has anyone ever heard of something called the "100 Nautical Trip Mile Rule?"

A woman called me this morning and she needs to find some information about
this rule for her boss. It is supposed to be a USDOT rule. I am still

Science and Technology Division
Special Libraries Association Annual Conference
June 2003, New York

The SLA Science & Technology Division invites submissions for its
Contributed Papers Session for the Annual SLA Conference in New York,
June 7-12, 2003.

SESSION THEME:
Needs Assessment in the Sci-Tech Library: Using Innovative Analytical
and Practical Experience to Improve Services and Products to our Library
Users.

We are all being asked to work more efficiently and provide the most
cost effective products and services to our users.  A needs assessment
is one way to gain direct feedback from users.  Have you conducted a
needs assessment that led to an effective solution for your library
patrons? Tell us how you were able to turn your findings into an
effective plan. How was the study designed?  What were the results? What
effective solutions were put in place? Were the solutions
effective?   

ABSTRACT:  A 300-500 word abstract should accurately convey the subject
of the paper, its scope, conclusions, and relevance to the program
theme.  

ELIGIBILITY: Any SLA member is welcome to submit an abstract for
consideration. Preference will be given to members of the Science &
Technology Division.

CRITERIA: Criteria for review will include relevance to the session
theme and evidence of scholarship and methodology.  

DEADLINE FOR SUBMISSION OF ABSTRACTS:  October 31, 2002.

PAPERS:   If chosen, acceptance of your paper reflects a commitment on
your 
part to:  1) submit the complete text of your paper to the program
convener 
by March 31, 2003;  2) give a presentation of your paper for no longer
than 
20 minutes at the SLA annual conference, June 7-12, 2003 in New York;
3)  
where appropriate and feasible, offer a brief demonstration or
representation 
of your project during your presentation.

We have a collection of 200+ published U.S. Nuclear Regulatory Commission reports dating from the mid-1970's to 1991 that we have decided to discard. Let me try to answer this and Roberto can add additional comments.  TRIS
receives indexing for journal articles from a varienty of sources.  AT TRB, our
indexers regularly index and abstract over regular 150 titles for TRIS.  We get
indexing from international journals from ITRD.  PATH indexes some unique
journals in the ITS area and we receive articles for the TLIB file from
Northwestern and Berkeley.  Naturally some of the articles indexed by TRB, ITRD,
PATH, or Berkeley are also indexed by Northwestern and are in the TRAN.
Northwestern sends TRIS only articles from selected journals that are not
generally duplicated by other sources.  Northwestern also indexes some law
enforcement journals for TRAN that do not go into TRIS because it is beyond the
scope of the database.  So, to answer your question not all of TRAN is part of
TRIS and most but not all the articles in TRAN are also in TRIS.   Northwestern
generally sends us quarterly updates of selected records entered into TRAN.
Northwestern just sent over 3 updates within the last week or so which have now
been added to TRIS and will be in the updates to be sent to Dialog and TRIS
Online the beginning of next week.  Due to staff changes Northwestern was behind
in updates but they are conscientious on getting material to us.

TRAN is an excellent resource particularly if you looking information covered
in "trade" transportation publications which are not covered as extensively in
TRIS.

Below I have attached a listing of the regularlly covered journals in TRIS with
notation on the source of the indexing.  We are starting work to update this
list - a big job. If you have any additional questions on journal coverage,
please feel free to contact me.

Just a reminder to those doing original cataloging of transportation
materials to put an 856 field in for each NCHRP Report published from 2001
onward. A few earlier reports have been posted as well. What a convenience
for the engineers using the catalog!

I'm doing retrospective cataloging of the SD DOT's 13,000+ item collection.
And even 2002 OCLC records for these reports don't include the 856. The list
of reports and their URLS is at:

There's no need to input more than one URL (that I can tell). If you link to
Part A, its index will link you to subsequent parts.

Yes, the electronic version can lag. Maybe the hassle of inputting these
URLs locally is inevitable in some cases. I'd do this myself on OCLC if I
had that level of authorization, but I don't.

Jim and all TRAN Lib subscribers: 

Thank you all for your supporting comments.  As some of you rightly indicated, 
this great achievement would not have been accomplished without the 
contributions of a number of current and pass NU Transportation Library 
staffers, they deserve all our thanks and gratitude. 

Regarding Jim’s questions let me say that not all TRAN records go into TRIS.  
Because of subject content and coverage, we probably send about 40%-45% of TRAN 
to TRIS.  This represents over 4,000 records a year. 

Normally we transfer records to TRIS on a quarterly basis.  We have maintained 
this schedule for years, unfortunately, this past year I screwed up and last 
week we sent three quarters in a week.  I am terribly sorry for the delay and 
can assure you that it will not happen again.

Julie,

You might want to contact MINITEX to change your OCLC profile and upgrade you cataloging authority to the full level. As a full member, you can add 856 to OCLC records. Less than a month ago, OCLC made some database enrichments, as stated in the Technical Bulletin 246,  available online at  http://www.oclc.org/technicalbulletins/246/ , now you can add or edit many more fields, including 530. Recently I added 856 and 530 fields to about 50 OCLC records of Mn/DOT reports (1998-2001) or Uni. of MN Center for Transportation Studies reports.

I added 856 to TRB materials retrospectively in our local database. Now when we catalog the new TRB materials, we make sure that the URLs are included in the records at the time of cataloging.

One problem I have with enhancing the OCLC records is the loss of locally edited contents in our PALS database. I learned this recently when I added the 856 to Mn/DOT reports in OCLC. Whenever I edit an OCLC record, the newly edited record overlay the record already in our PALS database, this means I not only just add 856 and 530 to the OCLC records,  I also have to recatalog the whole records to make sure that the call numbers are the same, the local notes are added, etc. That's why I hesitate to edit any more OCLC records except the Mn/DOT reports. Otherwise I wouldn't mind doing it.

I just finished scanning a new report by Wendy Pradt Lougee, UofMN's new library director.  It's titled "Diffuse Libraries:  Emergent Roles for the Research Library in the Digital Age," that's worth a scan by anyone interested in libraries and our current efforts at doing something about the current situation in transportation libraries.  I've culled some of her pithier statements and copied them below.  The full report is available at http://www.clir.org/pubs/reports/pub108/pub108.pdf

[core library missions] building collections, maintaining access, and providing service.

[Library fundamentals] information acquisition, access, use, and preservation.

The challenge is to make resources seamless without making the library's role invisible.

There is... evidence of a shift from publication as product to publication as process.

[T]here are likely to be further changes in the library's information management functions and in its role as an agent in scholarly communication.

The role of the library moves from manager of scholarly products to that of participant in the scholarly communication process.

Libraries usually bring expertise in information dissemination and use, rather than contribute to the editorial or evaluative aspects of publishing.

[S]ustaining relationships among stakeholders becomes an essential activity.

Metadata developments generally reflect an extension of cataloging practices to new dimensions of content and access. Libraries are seeking to understand how these new access strategies might better serve target user communities.

I recently received the following inquiry from our State Highway Administration and was wondering if any of you can give us some help or information:
 
We have recently been directed by our Department of Environment that
all fuel dispensing facilities with fuel tanks in excess of 1,100
gallons are required to train/certify personnel in Stage I & II Fuel
Vapor Recovery Systems, including performing daily testing and record
keeping requirements.

Are there any other states that are doing this type of training?  
If yes, how?  Is it being done in-house or via third party contract?
Any and all information would be welcome and appreciated.

It is with great pleasure that I am informing you that the bibliographies compiled by our Transportation Division members are now on the BTS website.  Nine of the thirteen bibliographies are listed.  We hope to post the remaining titles when they are completed.

I would like to thank all the compilers for your hard work and patience.  I also want to thank the folks at BTS for converting our files, ensuring the links are still active and for an overwhelming desire to get it right.  This was a tremendous effort and I am eternally grateful to you all.

Hi,
I just received  notification from AASHTO that there are many mistakes
in the 1st printing of the 4th edition and that they are offering the
errata as a free download.  I just checked and there are 119 pages!  Does
anyone else think it's ridiculous of AASHTO to expect their customers to
sit and rewrite their book for them?  I personally feel they should
replace the book free of charge or for a very nominal fee.  Any thoughts?

I made a copy so that I could update the library copy of the book and
talked
to Ted Watson, our representative on the task force.  He feels that most of
the
errata are very minor and not worth worrying about, at least in the context
of
reissuing a new book.  Probably others feel the same way.  Look at it as
job
security.  There is at least a couple of extra hours of work there for us
(as if we
needed the extra work, that is)

I'm fairly certain that the original message is a scam.  Unfortunately,
sometimes the addresses of email discussion groups are placed on these
scam lists, and I think this is the case here.  I'm on a couple of other

Dear TRANLIB subscribers- 

Allow me to introduce myself.  

My name is Ken Winter and I am the new librarian at the Virginia Transportation Research Council (VTRC).  I arrived here after the recent retirement of Angela Andrews, who ran the VTRC library from 1978 until three days ago.  While I am a greenhorn to transportation research (not librarianship) I will strive to maintain Angela's high level of service.    

In the near future, that may mean that you will need to contact me directly.  Please don't hesitate to do so if you feel there is anything I can do for you or your patrons! 

In the not-so-near future I hope to help VTRC expand access to the library's holdings.  With brains and luck and a dollop of pluck VTRC hopes to:

convert from BPR to LC classification 
join OCLC and participate in ILL 
establish an online catalog of the library's holdings (InMagic) 
use the catalog to link to full text of VTRC reports 

VIRGINIA, VDOT, and VTRC are all pretty broke right now.  In addition, VDOT seems to be in the early stages of a profound reorganization.  So I do not know how achievable those goals are and in what time frame.  I also do not know what resources will be made available to me and how I can bring them to bear upon these goals.  

I have been lurking on TRANLIB for several months and am amazed by the generous and collaborative community you have established.  I hope I can contribute to that community as time goes on.  In the meantime I should warn you that I am not shy and I may have a lot of questions!
