Good Day Translibers:
I have a question to which the answer has eluded me.
I was asked to determine how the Israeli's train their bus drivers. I found
out that they use bullet proof buses, their drivers are often other
nationals, if the driver is an Israeli they would have military training,
they depend heavily on the martial arts and psychology. But, I have not
determined how they train their bus drivers. Does anyone have suggestions.
So far I have tried only Net sources but am now able to contact people.

 Israel's biggest bus cooperatives are Egged and Dan.  Unfortunately
 their websites as well as the Transport Ministry are in Heberew
 only.  You may be able to get address & tel no info in English from a  
DUNS search or good online phone directory for Israel.

Thanks, Amy. As it so happens, another librarian has a colleague whose
husband is Israeli and they both read Hebrew, so they will look on the web
sites over the weekend. What a wonderful world!
I also changed my search strategy and found a report that documents how
Transit depts. meet security problems. It was published in 2000 so is recent
enough to be of value. Also found some classes by Volpe that spell out
procedures.
Sometimes you win one.

Do any of you know of a good directory for Engineering Consulting firms,
Construction firms, and other Transportation related firms in India? I have
been asked to purchase the "Construction and Real Estate Directory"
published by ASSOCHAM (The Associated Chambers of Commerce and Industry of
India) and I'm just wondering whether there is possibly some better
directory I don't know about - (there so often is).

The FAA study was done by a group which is now part of TSA.  TSA generally DOES NOT release reportd.  The few reports they make public, are on their website.

Bio:  Lindsay I. Griffin, III   
  
Dr. Griffin is an Experimental Psychologist who began his career at the Highway Safety Research Center (HSRC) of the University of North Carolina in 1972. One of the first reports he drafted while at HSRC was entitled, "Impediments to the Evaluation of Highway Safety Programs" (with Brian Powers and Catherine Mullen). This report served as the text for a series of four workshops sponsored by the Motor Vehicle Manufacturer=s Association to teach the basics of program evaluation to Governor's Highway Safety Representatives. Dr. Griffin served as an instructor at all four of these workshops. 

In the intervening years, Dr. Griffin has been involved in many projects to evaluate the effectiveness of different programs and products, including: small sign supports, educational programs, motorcycle headlight laws, selective traffic enforcement programs, crash cushions, raised pavement markers, truck mounted attenuators (TMAs), and increases in posted speed limits. He has authored a variety of technical papers on statistical procedures to be used in program evaluation [e.g., "A Discussion of Six Procedures for Evaluating Highway Safety Projects" (with Robert Flowers), "Using the Before-and-After Design with Multiple Treatment and Comparison Groups (and Multiple Before-and-After Measurements) to Estimate the Effectiveness of Accident Countermeasures," "Using the Before-and-After Design with Yoked Comparisons to Estimate the Effectiveness of Accident Countermeasures Implemented at Multiple Treatment Locations," "A Criticism of Evans' Double Pair Comparison Method"].  Papers on program evaluation for operational personnel have included the "Impediments" report previously mentioned, "Engineers' Guide to Program and Product Evaluation," and "A Preface to A Discussion of Six Procedures for Evaluating Highway Safety Projects." 

Dr. Griffin is currently under contract to the National Highway Traffic Safety Administration=s Regions VI (Ft. Worth) to present workshops and provide technical assistance to the states in the region in the areas of problem identification, program evaluation, goal setting, and program management. 

Dr. Griffin is a member of the American Public Health Association and the Society of Automotive Engineers. He served as Associate Editor of Accident Analysis and Prevention from 1993 to1996. In 1998 he received the Trinity Industries, Inc. Career Achievement Award (in honor of C.V. Wootan, Director Emeritus of TTI).

Greetings Translibers:
When I was a law librarian I was flooded with book and software catalogs.
Now that I have moved to Transportation I find I do not receive anything
more than flyers. Can anyone advise me of publishers who specialize in
transportation? I am familiar with the professional organizations, but I am
working on my 2003-2004 budget and need more non-government items. I am
looking for trends and issues in multimodalism, dust storm identification
technology, and cost benefit analysis in research,  to name but a few
topics.

Spend some quality time with old and new friends before the craziness of the meeting and the vastness of New York City zaps your energy.  By popular demand the Division is once again having its Sunday Night No-Host Dinner, on Sunday June 8, 2003, 7:00-9:00 PM

Brian Gerber, local Division member and librarian at the MTA Bridges & Tunnels Technical Library, bgerber@mtabt.org, volunteered and organized what I am sure will be a fun outing for those of us going to NYC.

Brian found the appealing Miss Elle's Homesick Bar & Grill, 226 West 79th St. (on the South side of West 79th St.), phone: 212-595-4350, http://misselles.citysearch.com/1.html for us to have our traditional No-Host dinner.  The menu will include a choice of soup or salad, a choice of dinner entree (probably about 5-6 offerings) dessert and coffee.  The cost will be $30 including taxes and tip.  Drinks would be extra and paid individually.

New Yorkers walk everywhere!  So Brian is willing to meet with any interested walkers and walk from the Hilton (we will meet at 6:00 PM in the arcade behind the Hilton - it runs between 53rd and 54th Street and is next to the Remi restaurant).  We will take a leisurely walk through Central Park (weather cooperating).  A direct walk from the hotel would probably take about 35 minutes.  The leisurely might take about an hour.

A direct walk would leave from the Hilton, walk up Sixth Avenue to Central Park South, then go west along Central Park South to Columbus Circle, and head north along Broadway to 79th or alternatively, north along Central Park West from Columbus Circle to 77th and then walk across 77th to Broadway and up to the 79th.

If you do not want to walk, try NYC's public transportation:

Buses: Take the M104 to Broadway and 79th. The M104 runs along 8th Avenue in the area near the hotels.

The M5, M7 and M10 buses also stop at 79th Street, but a bit furtheraway from the restaurant. Those coming from the East Side need to take the M79 also to Broadway and 79th. 

Subways: Take the #1 or #9 trains to 79th Street and Broadway.

The restaurant is on 79th Street between Broadway and Amsterdam Avenues, but is much closer to Broadway.  It is on the south side of the street.

Final details:

Joyce,

No, these research program annual reports are not duplicates. But they are
just scattered holdings for several states. They are so few in number that
if the transportation library community wants us to keep them, we can and
will. Gisela's library is the best home for the two Illinois reports and
they are going there.

We _definitely_ value our documents from other states and are copy
cataloging them (or original cataloging) and keeping them within the
collection. Our stuff from other states equals our TRB collection in volume!
Most of our MTKN money will go toward original cataloging of other states'
documents (non-MTKN states have priority). Most South Dakota reports have
already been cataloged.

But, there are some state reports that don't warrant space for us, such as
studies oriented toward problems in mega-metropolises or technical reports
on outdated computer technologies. We have some duplicates of state reports
as well.

We assess the rarity of each document. If it's uncataloged, we'll catalog it
and hold it for posterity. But if there are other holders of the items, we
sometimes offer what we don't want on TranLib.

I don't really disagree with Jerry but I just want to clarify  a few points
about TRIS.   I am really encourage that SAFETEA mentioned TRIS and RiP
(unfortunately, the language in the text of the bill does not include the NTL).
TRB has always tried to cover university transportation research.  This support
from SAFETEA and RSPA can only enhance and improve the database.

Jerry is right TRIS has traditionally been an indexing and abstracting service.
It's purpose is supply and disseminate information on research projects and
published research.  However, unlike many indexing and abstracting services it
has always tried to supply users with information on obtaining the full text.
Consequently, full TRIS records contain address and contact information for
sponsoring, performing, and publlishing organizations.  When TRIS became
available on the Web, we were able to take advantage of Web technology.  Yes,
there are only about 12,000 full text links of the 500,000 records.  However, we
are making progress - TRB sent the NTL over 450 full text links this month.
More and more State DOT and university research reports are being linked each
month.  TRIS will never be full text database but our goal is provide access to
electronic public domain documents and a number of State DOTs are now using TRIS
as a dissemination mechanism for their reports.  The NTL and TRB are working
hard on providing links for direct ordering of documents not available free on
the Web - there are currently 90,000 links for direct ordering publications from
TRIS Online

Obviously, my preference is that the NTL be funded and  continue to host TRIS
Online - I worked hard on the original agreement between BTS and TRB.  However,
TRB is trying to figure out ways that if the NTL is not funded, TRIS Online will
continue.  There are no guarantees but TRB staff are trying to find some
solutions.

In the meantime, I am working with ITRD and Dialog to hopefully evidently
release a new ITRD/TRIS product on Dialog and Datastar.  I am optimistic that
this new product will have links to full texts.

The State DOTs and the various sponsors of TRB have been supporting TRIS for
over 35 years.  TRIS and RiP will continue and TRB will continue to try to
improve these products.  The language in legislation may not be perfect - I will
be reviewing the language RSPA uses in its contract with universities regarding
TRIS and RiP.  However, I am very please that TRIS and RiP might have more
comprehensive coverage of university research.

Nor can I disagree with your comments, Barbara.  However, we, as a
group, need to improve the understanding in the general transportation
community regarding the respective roles and capabilities of the various
elements in the transportation information infrastructure.

As I stated in my analysis, many records in TRIS will never be
available for free on the Internet.  While I agree it is a worthwhile
service to include contact information to assist users of the database
in attempting to acquire full-text, providing this information becomes
less useful over time since almost none of the actors in the
transportation information community, other than the very limited number
of transportation libraries, archives publications.  My guess is the
vast majority of the "90,000 links for direct ordering publications" you
mention are to NTIS.  Unfortunately many users of transportation
information do not know and will not take the time to learn how to order
from NTIS.  Most are also prone not to use any information that will
incur a direct cost to use.

You also mention that TRB provided 450 full-text links this month. 
Approximately 2500 items are added to TRIS each month.  Those in the
transportation community who influence the development of our
information infrastructure need to understand that leaves 80% of the
materials indexed in TRIS that will be accessible to them most readily
through a strong network of transportation libraries.  That they do not
comprehend this is reflected in the language of SAFETEA.  We are the
only group that understands this problem and the only one that can
correct it.

Hello there,

I will be leading the walk to the No-Host dinner.  The dinner starts at
7 PM at Miss Elle's, 226 West 79th Street (212)-595-4350.

Those who do want to walk together will meet at 6 PM in the lovely
arcade behind the Hilton (about halfway between 6th and 7th Avenues). 
The last time I was there, the Remi restaurant with its wonderful
Italian murals was still there so let's meet opposite the murals.

We will be zig-zagging through Central Park and I will give an "guided
tour" of park sites (mis-guided might be a better word since it will be
completely ad-lib).

We have had a run of bad weather here in the city, topped off by
today's downpour, but normally early June weather is perfect. 
Hopefully, things will be better on Sunday.  If the weather is bad, I
will still be in the arcade. and we can walk or take public
transportation to the restaurant.

Speaking of the park, on Tuesday, there will be an outdoor Met Opera
performance of Puccini's Turandot in the Great Lawn at 8 PM.  If you
have time, it might be fun to drop by for at least a bit of the concert.
 You can picnic there also, but there will be a huge, and fairly noisy
crowd.  The scene is great - the high culture experience can be
frustrating.  Enter around 80-81st St to get to the Great Lawn.

And Bob,about "no shows", this is New York - we encourage any kind of
show.  Go for it!

This kind of info is on the web at the FAA APO Data Center.  I'm not sure if
it's just flights you want.  This gives operations.  I'm assuming you want
data for a year.  I went to the site and downloaded a file with info for
that airport for 1999-2002.  The file can be opened  in Excel.  Just take
the defaults when opening.  If you need an explanation of what the headings
are, just let me know.  The web site is www.apo.data.faa.gov.  If you want
to do the search yourself, the LOC ID for Flint is FNT.  According to the
latest OAG Flight Guide the following carriers go into Flint -- Northwest,
Airtran Airways, American Trans Air, Delta, and Midwest.  Of course, that
could have been different in previous years.  If you need more info, let me
know.

I sent your question to the NTL Information Service staff, and Thea Thomas provided the following response.

Mr. Sweet,
The data you are looking for is now available free to the public through the Bureau of Transportation Statistics' TranStats web site.  TranStats has over 100 different transportation related databases.  The database that contains the data you are looking for is called "Air Carrier Statistics (Form 41 Traffic)". 
I will provide a quick walk-through of the download process. 


1. Go to http://transtats.bts.gov 
2. Click on "Aviation" in the "Explore by Mode" section in the center of the page. 
3. Click on "Air Carrier Statistics (Form 41 Traffic)".
4. Click on "download" in the "T-100 Segment" section.  (The last table on the page)  This will include both international and domestic traffic.  Keep in mind that international traffic data is restricted for release for 6 months from the date of submission to BTS.  The most recent international data available is September 2002 so if you download data for the entire year of 2002 it will have all the domestic data but only 3 quarters of international data.  This won't make much of a difference for Flint but it could for some larger airports.
5.  At the top of the list there are 3 drop down menus.  Filter the geography to Michigan.  Filter the year and the month to the time period you wish to look at. 
6. Put a checkmark next to Carrier Name, Departures Performed, Freight, and Origin Airport. 
7.  Click Download.  The file will need to be unzipped and will open in Excel. 

I have sorted the data and deleted the irrelevant airports and attached a copy of the download (for year 2002).  The airport code is FNT.  There will be multiple entries for each airline because they report one number for each route.  Simply add them up to get a total.

Seeing as I am new to Transportation, I would appreciate your help in
pulling a literature search together within the next 24hrs. (It's always
like that isn't it!"  The customer headed the request, "Trucking Industry
Review" but it seems to be more than that.
I am in the process of mining the internet for resources, and of course, we
begin the literature review with TRB publications.  
The customer's request runs thus:

Top 3-5 journals in Transportation (wide subject)
List of journals specifically devoted to trucking, rail, intermodal (add to
that multimodal)
Major associations in the trucking industry - (American Trucking Association
and...)
Top 3 trade publications considered to be fairly representative of current
events in the (trucking) industry
Government publications relevant to trucking 
Good literature reviews within the last 12 months

I would appreciate suggestions to any or all of these requests.  I am
wondering if there will be a concensus. 
In the meantime I will keep on surfing.

We have one person who does all of our web work.  Ordinarily he would spend about one or two hours per week on it.  Recently, however, we asked him to redesign the entire site, so for the past three months he's spent about 10 hours per week working on it.  Overall, I think I'd budget a rather conservative 0.1FTE for webmastering for a site like ours:

I am the one who makes actual changes to my Internet website, although the
Webmaster himself posts the changes.  I probably spend half a day every
couple of months working on it.  Intranet presence consists of the library's
online catalog which is updated at need-perhaps an average of an hour a day?

Hello all - 

We have an important reference question circulating in our department at the
moment.

Here at WisDOT, we are trying to get a better handle on developing an
estimate of the substantive legal issues and the number of legal  services
hours that would likely occur during the life of a MEGA transportation
project (defined by FHWA as a project costing over a billion  dollars).  Our
project is the Marquette Interchange (in Milwaukee) and the costs, though
not final, will approach a billion dollars.

Does anyone know or happen to know if any other MEGA project in the United
States has developed a legal services (staffing) plan prior to
construction, and/or if any MEGA project documented legal services during
the life of the project?  Our Office of General Counsel told me  that some
of the legal issues that could arise might include real estate issues,
construction bidding, etc..

I've done some searching and found some articles, including a nice article
on Boston's "Big Dig" Megaproject ($14 Billion), but nothing yet that really
outlines a legal services plan.

Any assistance, contact names and information would be greatly appreciated!!

Hi Everyone,

I just want to let you all know that June 17 will be my last working
day at Mn/DOT. Due to the layoffs (ca. 160 people received layoff notice
on May 1) and union bumping option, I will be bumped out of my position.
It is sad for me to have to leave my job that I like and the people I
like to work with. It is even sadder for me to leave because this is not
my own choice. But I feel confident that I will find another job sooner
or later.   

It has been a pleasure for me to be part of the transportation
community. I was glad to have the opportunity to attend the 2001 SLA
meeting in San Antonio to meet some of you personally. I was impressed
by your dedication to the profession and the close relationship among
people in this group.

I'm very sorry to hear that you have to leave MinnDot.  You're one of the best catalogers around and it's been a pleasure to work with you through OCLC.  When I find one of your bibliographic records I'm very glad indeed, because I know it will be just about perfect.  I've learned a lot too from studying your records, especially those for online documents.  And your presentation on cataloging online resources that you gave at the 2001 SLA Conference in San Antonio was really fine.

We'll miss you in the community of transportation libraries across the United States and beyond, and I'll especially miss your input to OCLC.  We can ill afford to lose an excellent transportation cataloger.

Hi,
I'm trying to find out if any Transport Authorities (or private industry)
are using SMS to provide traffic condition information to motorists.
I'm also interested in finding out how successful it has been and the
performance indicators in use.
