news>>awards>>stonehill wins top planning paper prize Laura Stonehill, a dual-degree master's student in transportation planning and engineering, won the top prize for a paper from the American Planning Association's Transportation Planning Division in its 2008 competition. Her paper, "Congestion Pricing on Doyle Drive," examines the issues surrounding a proposal to implement congestion pricing on the 1.5-mile southern approach road to the Golden Gate Bridge. The paper takes lessons learned from the failed Bay Bridge pricing attempt in the 1990's and applies them to this situation and lists recommendations.
